Yea, the only people who can actually call "dibs" on stuff is the staff. I have already talked to Auel and got "Dibs" on Captain Commander. I don't want a nub to be CC and give their friends squad captain. As for the other staff, idk what they call "dibs" on.
Also on your question about special stuff, Squad 4 will get the sash and maybe some medical powers. Not sure yet.
